Our country is known for two “C”s – colorfulness and corruption. In June, when the Corruption Perceptions Index (CPI) took out its annual report on the corruption index in the 180 countries of the world, India slipped two positions to rank at 74. (CPI is made by an independent international agency called International Transparency).
Since the practice of corruption is a deceitful act, the Indian population is largely seen as dishonest. While there are many honorable and noble people as well in the country, greediness and dishonesty is driving the remaining. Sometimes people have to get involved in corruption due to the compulsion of getting their work done.
Another reason of this country wide corruption is that we are surrounded by countries which themselves are so poor and continuously try to destabilize our economy in one way or another. Countries like Pakistan and Nepal rank at 140 and 135 respectively in the index. Iran and Libya are also not very far with 133th and 134th position.
Meanwhile, China which was ranked jointly with India on 72 in 2007, slipped a step above to occupy the place higher that its neighbor this year. Russia has extremely high level of corruption, even after the Putin’s era and ranks at 145 in the index. Sri Lanka is on 96th position while Maldives is ranked 90.Bhutan is the least corrupted country in the Asian region which could be due to the nascent democracy in the country. New Zealand, Denmark, Singapore, Finland and Sweden have retained the top five spots this year as well. Myanmar and Somalia occupy the bottom position in the index. USA has retained its position on 20 and is just below Ireland, Germany, Japan and France.

Its futile to blame the international community for the corruption in India. Corruption in India thrives primarily because people don’t have a choice and if they have one they don’t know about it. Social Media can play an important role in bringing corruption related issues to the fore and ensure that social stigma leads to reduction in corruption.

Corruption in India can be reduced if the IAS Officers Union have a joint meeting on this subject, know their rights, as opposed to that of the politicians who come and go and make a fast buck whtih in their tenure in accordance to their positon and cpability to loot. Single window system in all Govt Depts., involved with public interaction, with proper inwarding and time bound response, will go a long way rather than due to direct contact with the Govt staff and Officials, who delay and harass for pecuniary befits due to moral corruption leading to underhand dealings. News media should allocate a page for public complaints against Govt. Officials, including judiciary, police, and Gen Admn. rather than the routine some killed here in road accidents, some raped and killed, burgalaries etc. and score boards of killings in Srilanka, Pakistan, Iraq, while the poor and the common man in India are struggling under mal administration due to Politician’s apathy and indulgence in all sorts of criminal activities like and including Hawala and transfers to Swiss, the underworld connections inside India with Corporators with criminal background, MLAs & MPs with right up to tainted President level, and safe & protected Dawood category in middle east and Chotta Rajan in far east for handling cash and settling scores etc. This third stage of cancer in our social fabric is incurable unless people revolt, like the suffering and opppressed naxaliteswhich is a far dream.
We have A.R. Antuley back in power in seat in Congress as MP who was thrown out after cement scandal, the Churat lottery scandal wheel chair MP who created mess with Higher education, another one interfering and creating mess up with AIIMS, the multicrore fodder scam hero who however brought a turning to Indian Railways, which no one had ever done before or later; the twrown out chief Minister of Maharashtra for maladministration backdoor entry and elavated and promoted to central cabinet level, we have spineless Elections Commissioners brought to that positions for political considerations and allow criminals to stand for election, do all criminal activities and run their criminal empire from inside prison with police connivance, win elections and come to power to continue their nefarious activities with doubled vigour. Our Prime Minister is scared to write to wiss Banks and other foreign banks to freeze and seal doubtful accounts despite Germany openly asking for our action in this regard and our silence on this despite various representations, as it is all their own money and do not want them and the names of the owners exposed and loose out. Koda’s multiple crores is the tip of the ice berg which will be settled and hushed up in due course with the concerned getting their fair shares. The RTI Act can ask government to list out all scandals uncovered in last 20 years and action taken as on date.

When it comes to corruption, it is not merely demanding and taking money for the routine work done as if a favour, or else harass by abnormal delays; but also moral corruption with covert intentions of causing harassment and losses to common man or general public by misuse of power of a Govt Servant, what ever be his position from peon to the head of the Dept in not doing a work that has to be done in the given way in given time with due answerability; which is totally absent in the system. For example the Chief Passport Officer I had met last year for cause of my friend for Tatkal was unfit for that seat and it will be unparliamentary to call him a scoundrel which he was and needed a sack for his attitude and irresponsible behaviour like that of a lower division clerk totally not befitting a person for that seat, for not giving Tatkal despite proper submissions and spoiling future prospects of a person whereas they grant for those thru agents. Now whom to complain or how to punish such top ranking persons in Government with criminals as politicians and same category of irresponsible persons from top to bottom with such persons climbing the ladder in service without sacking or depromoted. Money is given for lucrative postings only to be recovered from the organisation and the public and the decay or erosion of standards and performance. we have CIC, the CVC where some with capacity and courage can go; but the decayed Judiciary with irresponsible unquestionable adjournments and police force acting as licensed criminals is seemingly irrepairable ushering very bad times for the future generations. We have over a billion population but not a single national level leader or party with vision and calibre and have surrendered to one family run political business, with leanings across the border, that has led Hindustan and Hinduism that has tolerated other religions with broad open mind to khabrastan for vote bank leaving this topic not worth being discussed. If we have Dawaood or Chotta Rajan for organised criminal Underworld Gangs, we have DIGs for organised Police force which acts similarly with the public and the judiciary the similar way and the country rotting for over 60 years in wrong hands who arfe systematically weakening the system to almost anrchy like situation.
