Strike and again strike by BSNL unions. Now by Engineering Graduate engineers….
Rediculous and funny demands of Direct recruit JTO’s of BSNL:
From par few weeks i am hearing about the news about strike and agitation by employees of BSNL. I am a BSNL customer and felt very hurt. Even at several places BSNL services were disturbed. It was very sad to see young engineering graduates JTOs leading the front for their vested demands. I read more about their demands and found most of them as rediculous and funny. Some of those are -

A. Immediate settlement of ITS absorption issue. No unabsorbed ITS officers on the post of Circle Heads/key posts at Corporate Office till the settlement of the issue and Recovery from unabsorbed officers enjoying various dual benefits against the DPE guideline.
>>None of their business. Process is under process and DOT is working on it. It is understood by DOT and BSNL that some conflicts between ITS and Government are there due to which there is delay.
B. At par privileges to AIGETOA at every level
>>They are JTOs and are enjoin the previledges of JTOs every where.
C. No out side recruitment at STS and DGM as several qualified executives having more than 15 years of experience are within BSNL (DOT absorbed) and suitable for delivering the responsibilities if any need is there in some specific areas, recruitment can be done at SAG and above.
>> Entry in BSNL(Earstwhile DOT) is being done at following levels-
* Telephone operator level (Now ceased)
* TTA Level (Growth :TTA—>SrTTA—>JTO–>SDE–>SrSDE–>…..)
* JTO Level(Growth :JTO–>SDE–>SrSDE–>DE–>DGM….)
*JTS Level(Growth :JTS–>STS(DE)–>DGM–>GM–>CGM–>..)
*Proposed DGM(Growth
Demand of Direct Recruit JTOs are heighly rediculus because:
1. They want no entry at STS/DGM level. They desire themself becoming DE,DGM,Gm,CGM etc in future without any competence.
2. Being an engineering graduate, they feel superior to their experienced/technical bossees (SDEs and promotee DETs). A TTA could also be a engineering graduate and some day they also demand that no entry except at TTA level.
3. Suppose an IAS officer is arts graduate and their subordinate officer(say an JE in any department)may be an engineering graduate. Some day their (JE’s) association may demand being engineering graduate other mode of entries may be stopped and they should be given chance.
4. Entrance examination of direct recruit was very ordinary containing objectivewise questions. Thousands of posts ( say approx 5000 and 3000 in different years) were opened. In that examination thousands of students even from “appu chappu” and unknown private colleges took part. By tick marking some questions thousands were selected. The quality could be easily understood. On the other hand say JTS entry examination was conducted by UPSC in past several years and number of seats were very limited say 80 per year. Entrance examination of JTOs were mostly taken by those who could not even qualified for IES examinations those times. They all mostly must also tried of several other entrance examinations conducted bt PSUs/organisations like GAIL,ONGC,ISRO,DRDO etc but they certainly did not qualified. Since there were lot of “thok ke bhav” seats in BSNL so those failure candidates were qualified.
5. How they can dream of occupying higher level post;very horrible position emerges after imaging.
D. Separate cadre to direct recruitee execuitves or six additional increments to direct recruited executives to compensate their qualification
>> Why?? Rediculous and funny
E. Promotion to the STS and above to the only executives having professional qualification of minimum engineering or equivalent.
>>Existing recruitment rules could not be modified by their direction. Existing senior officers in the cadre of JTO/SDE/DE etc could not be denied growth opportunities.
F. Time bound functional promotion up to the STS to all executives based on qualification, performance and experience and cluster reporting system at par with similar PSUs.
>> Rediculous demand. Imagine 10000 more DETs (Deirect recruit JTOs)in addition of thousands of existing DET’s and only few JTOs/SDEs in coming year. Imagine -in one SSA 20 DETs, 5 SDEs, 2 JTOs in 2015
G. The minimum qualification level should be declared as Bachelor in Engineering Degree for STS posts and above. However time scale may be given to those who are non-engineering graduates as recognition and appreciation of their experience.
>> A TTA or an Lineman could be an engineering graduate like Direct Recruit JTOs. Could they should be given option of becoming STS. Experience also count much.
H. The first four time bound up-gradations with change of designation should be after every 3-4 years giving due weightage to qualification and performance and subsequent higher Time scale should be after every 4 years and promotions to functional posts based on availability of posts.(DGM and above)
>> Direct Recruit JTOs are placed juniors to even the last juniormost promotee (existing) JTO. There are more than 56000 executives (Say SDE and promotee DE/DGM) in roll of BSNL. If Direct Recruit JTOs are to become STS(DET) all the executives right from existing BSNl JTOs have to become STS(DET). There could be more DETs than the SDEs/JTOs. Entire organisational structure have to be redefined in future which is very unlikely. Since STS posts and higher level posts are limited, this demand is unimaginable.
IN SHORT, MOST OF THE DEMANDS ARE NOT IN BSNL’S INTEREST BUT IN THEIR VESTED INTEREST. THEY COULD NOT SEE THAT THEIR EXPERIENCED BUT MAY BE NON-ENGINEERING GRADUATE BOSS (SDE) CONTROLS HIM. THEY ARE READY TO DISRUPT BSNL SERVICES FOR THEIR VESTED PETTY INTERESTS.(WILD DREAMS)

Strike by the JTOs union for absorption of the ITS cadre in the telco BSNL —The strike of the J T O cadre merely for absorption of the ITS cadre in the bsnl has no force and is also unlawful .As a matter of fact this cadre of ITS officers was created under a certain statute .For the last fifteen years a certain telecom structure was in vogue carrying the old technology and it needed the technocrats cum administrator to run the department . But the world scenaio is changing with a jet speed.The ultra modern technologies are replacing the old one and it also requires a change in the human resources of the modern industries . Just for a moment we are talking about the management of the telco BSNL which requires a technocrat cum manager to lead the company in comparision to their other competitive partners .Hence the absorption of ITS can not be justified by striking in the modern scenaion and should think about the better prospect for the betterment of the telco BSNL. This is the top mangement to decide the fate of the ITS officers .Uncle SAM (pitroda) is going in the right direction and bring the best expertise to accelerate the company .Serve with fun and joy .
